In 1744, there were 13 golf rules formulated and published by the Edinburgh Golf Association. It was first used in the first British Open in 1754. Since 1897, R&A has assumed responsibility for the maintenance and revision of the golf rules. Golf withdrew from the Olympic Games in 1936, but the development did not stop. The North American continent continues to set off a climax of golf, and the rules have been ambiguous due to regional, cultural, and political differences. Since 1951, the golf rules have been jointly reviewed by R&A and USGA and revised every four years. The golf rules formulated by R&A and USGA maintain the order of golf. With the continuous development of golf, the attention of major golf events in the world sports continues to increase. Finally in 2016, golf returned to the Olympic Games in Rio de Janeiro, Brazil. In this context, R&A and USGA have revised the golf rules and they will be promulgated and implemented on January 1, 2019.
Although there are many rules for the game of golf, there are two basic rules. The first point is that the contestants compete under fair conditions. The second point is to deal with any situation in an objective and fair manner during the game. In fact, all golf rules are formulated under these two premises.
